[First Amendment] ... Pretty much the same way it's stifling dissent in Minneapolis/St. Paul today: through indiscriminate mass arrests and police intimidation.Like these odds? One person out of every 180 who got arrested--including legitimate protesters and members of the press--was actually found guilty in a court of law.
This is not the way you prevent riots; it's the way you provoke them.
