Puzzling Evidence

[News] This AP item leaves me with more questions:
  • Are frozen cats considered weapons?
  • If so, then in what sense is a frozen cat "automatic"?
  • Is it illegal to freeze cats in Sacramento, if they're already dead when you freeze them?
  • Even if you can show the cats died of natural causes?
  • What the hell is wrong with that guy?
